Yeh well we always see them but has anyone here ever used them?how do they work

which shims are you referring too? Padlock shims? Or shim steel for re-pinning?

Padlock shims just allow you to disengage the mechanism that holds the bolt in place. Rotate it around the individual hole that houses the mechanism it and it'll pop it away.
