The point of the joke is that a sulfur / chlorate mix is bad news.

The pic will help you remember. You must look.

Heh, luckily I only did a quick search for "Fireworks accident + hand" on google. I'd been looking for something a bit more grizzly to photoshop (I remember seeing an explosives scare site loaded with nasty pictures).

So what kind of booster charge or blasting cap would best detonate this compound? I have the improvised explosives black book vol1 and 2 and the improvised explosives black book if that helps. How would one go about constructing a sufficiant booster charge? also is this compound electrically sensative? thanks

In the future, please UTFSE and read the books you have, the information is in them. Had you done so, you would have realized that this "plastic explosive" is little more than a waste of materials (it's not very powerful at all).

Even though the explosive in question won't work well, I'll go against my morals and answer your questions (I don't like feeding):
1. A booster such as picric acid, ETN, RDX, or PETN would work.
2. A cap with a .1g primary and a 1.5g booster would be best to set it off.
3. As for "how to build it", I would say to put the booster in a cylinder (with the cap in the middle), then put the shoddy-doesn't-really-work-great "plastic explosive" around that.
4. Not sure if it is sensitive to electric shock. Test a very little bit with a static generator or something.
