I guess you could build a portable carbon arc of some description.
Maybe two carbon electrodes with a high farad capacitor and then have a high voltage go across them to ionise the air between them and make it conductive. Maybe someone who knows electronics can comment? |

the camera flash all by itself at nite could be bright enouf to be effectiv. ohh and your compasitor design woluld blow the flash tube...

As already mentioned in another thread, here is my interpetation of a Flash cam circuit design. I'm not sure what brand it was but meh. It works at any rate. Ill probably try recreating it soon so ill let ye no...

Aaaah... A blinding device..
I heared 15 years ago about someone who attached a strobe flash in the back of his car. He used it to blind police sight or anyone who tried to follow him or try to catch him. Strobe flash is an electronic device used in physics labs to create many flashes in a short time. Anyway, the man has been captured at a check point after many failure trials of the police to catch him. . |

well heres what the GOV has,
http://www.hrw.org/reports/1995/Us2.htm but i'm not sure if everyone can produce such things. now there are bright lights, I got a surefire tactical flashlight($100) It will make you look away but its not really a blinding device. just like the camera flash maybe they would just put on some sunglasses? maybe a UV emitter, they don't have to look away - but if there smart -they will? but thats kinda like the carbon arc mentioned above. Years back i finished a laser pointer based video camera interference device- the human eye is much easier to interfere with- there has to be a way. in the car chase example given above would capsacin gas work? or an ammonium gas? Maybe a high beam halogen car headlight facing out the back window would work? Possibly hooked on a gimble so it pans back and forth? Hmm the cops here would just shoot you and say they felt threatened. I don't know maybe a emp to stop their car? or an microwave weapon to stop them, they wouldn't know anything was happening till it was to late. whats some other ideas?

Seems an oul James Bond manouver would be just as effective..Gasses would depend whether their windows were open or not
I wonder would shortwave UV be instantly effective? (I'm not doubting, just wondering! ) A huge apparent distraction or visible shock (including blinding devices) would seem the best if the most dangerous. (perhaps causing chaser to crash). Hmm arn't cars more mechanical based; such so that if their electronics failed (at least those affected by EMP) it would still run? I don't really know the mechanics of a car so please someone intervene! I suppose new cars these day are getting more reliant on electronic system such as power steering (Only some cars using electrics with this)etc.. Unless they had a REALLY strong directed EMP, I'm not sure if this would be possible. It would need to attack a small IC chip or small transistor as such. Otherwise I doubt it would have any effect. (I doubt spark plug circuitry etc it run via such operating systems, but more mechanical switchs and such.) ((Ya just looked it up...))And the intire engine, bonnet etc., would act as a shield to emp's. Good ideas though... Cant think of any myself... ![]() Suppose light blinding would be much more effective at night..
