I have an LED torch with 10 Super-bright white LED's. If you look at it, there is just 10 dots in your vision for the next ten minutes. I I
imagine it would be good for temporarily blinding someone, especially at night time.

When I was writing about pouring oil on the road , It doesn't mean to stop your car and pour the oil and then go back to drive. I meant that you already fixed a device in the rear of your car that can be controlled by the driver to pour the oil while you are driving.
But, about getting away from the main subject , I think you are right.
