ETN inserted in plastic tubing from the hardware store via compressed air is your best bet. A few meters of the stuff can be made very easily using compressed air from a compressor and ETN in a funnel connected to the piece of 1/4 or 1/2 inch vinyl tubing.

ETN is far too sensitive on it's own, in my opinion, to be used as in det cord substitute...and as for using an air compressor to blow ETN into the tube...did you see chuck norris ball mill ETN and think it was cool or are you mental? what would be wrong with simply funneling the ETN down the vinyl tubing as if it is (1/4'')~ 6mm in diameter I don't believe you'll have a problem unless you have jumbo crystal syndrome!?

you could however make a decent improvised det cord with a plastique derived from ETN, I believe deceitful frank has a vid on youtube (google his name and ETN) showing off his batch made by transesterificating castor oil with methanol (both OTC) and extracting the polyisobutylene from self amalgamation tape, again O.T.C.
